The Northeast Pennsylvania Alliance (NEPA) partnered with Clarks Summit Borough, Lackawanna County to convert several intersections through a Traffic Signal Conversion Program project. NEPA provided $8,000 in funding to assist the borough in converting from incandescent lighting to LED lighting in its traffic signals.
