The following are recent Lackawanna County restaurant inspection reports from the Pennsylvania Department of Agriculture. According the agency: “any inspection is a ‘snapshot’ of the day and time of the inspection. An inspection conducted on any given day may not be representative of the overall, long-term cleanliness of an establishment. C J’s Deli, Route, 407, Fleetville, Dec. 10. Regular inspection; in compliance. Violations: The food facility does not have the original certificate for the certified food employee posted in public view. Observed food employee washing hands in the manual ware-washing sink. Hand-wash sink in the prep area observed with buildup of filth and was not clean to sight and touch. The light intensity in the food preparation area is not at least 50 foot candles. Heavy grease accumulation observed under cooking equipment. Kitchen area of the food facility is extremely dirty, dusty and in need of cleaning. Exhaust hood has an accumulation of dust and grease. Potential rodent-harbored areas inside the food facility observed in the rear storage area due to large accumulation of cardboard boxes and unused equipment.

Creative Cakes & Desserts, 323 Northern Boulevard, Clarks Summit, Dec. 10. Regular inspection; in compliance. Violations: Food employee observed in production area not wearing a beard cover. Non-food contact surfaces (fan guards in walk-in cooler) not cleaned at a frequency to preclude accumulation of dust.

Katrina’s Pizza & Hoagies, 813 Boulevard Ave., Dickson City, Dec. 10. Regular inspection; out of compliance. Violations: Commercially processed, refrigerated, ready-to-eat, time/temperature control for safety food (deli meats, salad dressings), located in the reach-in refrigerators, and held more than 24 hours, is not being marked with the date it was opened. Refrigerated ready-to-eat, time/temperature control for safety food (soups, sauces) prepared in the food facility and held for more than 24 hours, located in the refrigerators, is not being date marked. Person in Charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Employees were unaware of the Big 6 food-borne illnesses. A copy of PDA’s hand out on the Big 6 food-borne illnesses was reviewed and left with employees. Food employee changing tasks that may have contaminated hands without a proper hand wash in between. Employee observed cracking raw eggs with gloved hands and then using the same gloved hands to handle toast. Employee was instructed on proper use of gloves and hand washing between tasks. Food employees observed in kitchen area, not wearing proper hair restraints such as nets, hats. Hood filters have an accumulation of grease and static dust. Deli slicer, a food contact surface, was observed to have food residue and was not clean to sight and touch. The interior bowl and blade for the standing mixer (which was used last evening), a food contact surface, was observed to have food residue and was not clean to sight and touch. No sign or poster posted at the hand-wash sink in the kitchen area to remind food employees to wash their hands. A sign was posted during this inspection. Dust accumulation observed on fans on the top of Traulsen refrigerator. The bottom of the conveyor-belt oven has an accumulation of old food residue. The sides of the grill and the floor underneath grill have an accumulation of grease.

Montage Fish Market, 7011 Shoppes Blvd., Moosic, Dec. 10. Opening inspection; out of compliance. Violations: The Person in Charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. The food facility does not have the original certificate for the certified food employee posted in public view. Bulk ingredient storage containers, in the kitchen area, not labeled with the common name of the food. Meatballs held at 46°F, in the refrigerator area, rather than 41°F or below as required. Product was cooked on prior day and meatballs were disposed. Food facility does not have available sanitizer test strips or test kit to determine appropriate sanitizer concentration. Observed deeply scored cutting boards not resurfaced or discarded as required. Observed under mechanical ware-washing equipment with an accumulation of dust, dirt, debris on non-food contact surfaces. Non-food contact surfaces (ice machine) not cleaned at a frequency to preclude accumulation of dirt and soil. Observed clean food equipment and/or utensils in ware wash area, stored wet in a manner that does not allow for draining and/or air drying (wet nesting). Employee restroom is not provided with a covered waste receptacle for sanitary napkins. Exhaust hood has an accumulation of dust and grease. Toilet rooms do not have a self-closing doors. No sign or poster posted at the hand-wash sink in the prep area to remind food employees to wash their hands. Food employee personal belongings (cell phones) observed stored in the same shelving area with dry condiments.

Violations: Food employees observed in deli area, not wearing proper hair restraints such as nets or hats. Prepackaged deli-made sandwich foods are not labeled to clearly indicate any “Big 8” allergen ingredients and/or the allergen warning statement. A placard on refrigerated equipment point of sale would be acceptable corrective action. Deli hand-wash sink waste water drain is slow draining and in need of repair.

Violations: Food handler certification displayed is a certificate of achievement not a Servsafe certification course as required. Proof of enrollment in a certification course required within 10 days. The food facility is not using an approved detergent-sanitizer in both compartments of the two-compartment ware-wash sink. Toilet rooms do not have a self-closing door. Hand washing sink not provided in or near food preparation area. Fully equipped hand-wash sinks, to include soap, paper towels and hand wash sign to be provided or conveniently located in the food preparation areas.
