Clarks Summit will be transformed into an old-fashioned winter carnival during the 12th annual Festival of Ice, slated for Feb. 12-15. The event will kick off at 5 p.m. on Friday, Feb. 12 with live music, a parade featuring the COLTS Trolley, horse and carriage rides, ice carvings and more.
