CLARKS SUMMIT — During a special Council meeting on September 25, Council proposed the General Assembly of Pennsylvania House Bill No. 1738 to State Representative Bridget Kosierowski and Thom Welby, director of PA House of Representatives. Borough manager Virginia Kehoe said that the bill allows a separate millage of up to three to fund the Clarks Summit Police Department. She said that the bill would enable Council to do a three mil billing on its tax base and open an advantage for them not to raise taxes and taxpayers would pay towards the police department.
“We’re at the point where we don’t have any room to go up,” she said. “This would give us the option.”
Kehoe explained that due to inflation and reassessment, Council only has a half mil wiggle room of $20,000 in the budget.
“By allowing a special fund for police for increasing the millage, it would give us more flexibility,” she said.
Kosierowski said that she will look into this matter.
