CLARKS SUMMIT — At the Oct. 2 borough council meeting, Robert P. Shiels III was sworn in by Judge Julia Munley as a new member of the council. President Gerrie Carey praised retired council member Dominic Scott for his service.

“Dominic has been a real true asset to our council,” Carey said. “We loved having him on the board with us.”

“I loved every minute of it,” Scott chimed in.

Mayor Herman Johnson then read a proclamation declaring Oct. 2 Dominic Scott Day in the borough.

“We, the people, who are assembled here today to pay tribute to this hard-working and community-minded man,” Johnson read from the proclamation.

Johnson acknowledged Scott for giving back to the community by being a member of the Abington Memorial VFW Post 7069, a 4th-degree Knights of Columbus of North Pocono 6050, a member of the Rotary Club of the Abingtons, a board member of Telespond Senior Services and a member of St. Gregory’s Church. Johnson mentioned that Scott joined the council in 2012 and had been elected to many committees.

“I really enjoyed working with all of you,” Scott said. “You made it easy for me, and I can’t thank you enough. It’s a tough job, but it’s made easier by the people who work with you. That’s all I could ever ask for and you always gave me your full cooperation and I thank you for it.”

In other business …

• In her finance committee report, borough manager Virginia Kehoe reported the committee budgeted for $85,000 to be transferred to capital reserves out of the sewer fund for future purchases of equipment.

“We have sufficient funds that I’m actually recommending that maybe we consider moving $100,000 out of the sewer fund and do capital reserves,” she said.

Councilman Vince Cruciani suggested to see if the money could be moved to pay off the current debt instead of putting it in the capital reserves. He also recommended to look at the different debts and see which can be applied to the sewer fund.

• Hayed mentioned he worked with a lease agreement with CEIS (Community Electronic Information Signs), who agreed to place a new electronic sign near Dunkin’ on Northern Blvd. He said CEIS proposed the lease for 15 years. He announced the company accepted the council’s proposed rate of $3,500 per year with a 2% annual interest and that 14.5% of the messages will be allocated for borough purposes.

“They’re (CEIS) responsible at their own expense for the removal and discarding of the existing sign,” he said. “They accepted. They’re responsible for all electrical costs associated with the sign. They accepted.”

The council voted to utilize the CEIS sign based on these terms.
